Issue #2463967 by Damien Tournoud, stefan.r, tunic: Use .user.ini file for PHP settings

Create a .user.ini file with PHP settings iun .htaccess. This way the PHP options are processed for the Apache PHP module (.htaccess) and the FPM-PHP engine.
