Update the Underscore.js asset bundled in Drupal core 10.x from the 1.13.7 version to 1.13.8
This includes:
Updating the library version metadata in core/core.libraries.yml.
Replacing the bundled core/assets/vendor/underscore/underscore-min.js file with the 1.13.8.
