Issue #2986669: Extract base ImageProcessor pipeline and refactor ImageStyle::flush()

This MR isolates the base ImageProcessor pipeline architecture and uses it to refactor only the \Drupal\image\Entity\ImageStyle::flush() method. It omits all cosmetic Code Standards fixes and extra plugin implementations from previous MRs to provide a minimal, reviewable Proof of Concept.
