Draft: 11.x fix only backport

Calling viewExposedFormBlocks() direct appears to not initializing default values configured for filters. It was spitting "Warning: Undefined array key "max"" and "Warning: Undefined array key "min"" messages for date filter. Build a block instance and render it to make to go through all regular init processes.
