Resolve #2752443 Incorrect order and duplicate theme hook suggestions

I have used the variations of this patch over the years to fix this issue on our site. Every time I have used this patch, I have had to add the array_unique function when declaring the suggestions array. Hopefully this helps some others resolve this issue and hopefully I submitted this correctly this time to help get us closer to getting this issue fixed.
