Why is this changed? This is not mentioned in the 'proposed resolution'

When the test for the article gets run the test fails as the ckeditor is not available to the test. It was added to achieve a passing test.

Also not mentioned was the reformatting of the code, but that was also required to get the tests passing.

I would have assumed this would have caused the page article to fail, so not really 100% sure what is going on there.
