Add dblog-specific permissions to control access to dblog routes

  • Added permissions file.
  • Added 'access dblog reports' permission.
  • Updated dblog routes to use the new permission.
  • Updated tests to include and check the new permission.
  • Added an update hook to assign roles with the 'access site reports' permission the new 'access dblog reports' permission.
