Issue #3616747: Remove reportUnmatchedIgnoredErrors from phpstan configuration (3.x backport)

Backport of the 4.x fix to 3.x.

reportUnmatchedIgnoredErrors: false hid every @phpstan-ignore comment that had stopped matching anything, so dead suppressions accumulated silently. Removing the line restores PHPStan's default and turns an unmatched ignore back into an error.

The sweep that followed on 3.x:

  • 22 inline @phpstan-ignore comments suppressed nothing and are removed.
  • 6 comments listed two identifiers where only one is still reported, and now list only that one (3 of them drop classConstant.internalClass, as on 4.x).
  • 64 ignores remain, all of them matching.

No runtime code changes. phpstan is [OK] No errors against Drupal 11.4.4, the version the current lane installs.
