fix: #3583723 Active domain has canonical hostname instead of alias hostname after negotiation

Closes #3583723

For non-redirect, non-default environment aliases, apply hostname rewriting in hook_domain_request_alter so the active domain in the negotiation context has the correct alias hostname immediately.
