Add RDATE functionality to Sierra widget

This adds the ability to create inclusions (RDATES) to the Sierra widget, compatible with the ical spec. This functionality previously existed in D7 implementations of recurring dates, and is possible in the date_recur module, but no widget supports it with a GUI.
