Issue #3390595: Adopt a different copy for end-users

Closes #3390595.

Problem

The current copy is focused on agreement to data policies.

Based on discussions with data privacy experts the suggestion is to rather refer to consenting to data protection statements.

Solution

Change the references to "data policy" and "agreement" to "data protection statements" and "consent" for end-users.

There is more work related to changing the references in the administrative section, that is visibly only site administrators (or people with those permissions).
