A hidden top-level info file makes drupal.org publish the root composer.json, so the package brings its dependencies. The small and medium recipes also import workflows.workflow.automated_testing, without which a fresh-site apply failed with "Field moderation_state is unknown".

Verified on Drupal 11.4.7 + PHP 8.4 with assertions on.
