The 12.0.0 packages pinned their siblings to 12.0.x-dev with minimum-stability: dev, so a stable install pulled moving dev branches. The cross-dependencies now use ~12.0, and minimum-stability: dev is dropped. The web* modules carry the needed fix in their tagged 12.0.2 releases.
