Issue #3560377: Content outline: Allow sections to be expanded and shortened - floating icon

Moves the floating lightbulb icon to the cursor position in the content editor

Testing instructions

• Generate some text
• Click anywhere in the text, verify that the lightbulb icon moves to the approximate location (if you have a heading over two lines it'll likely be at the top of the heading)
• Verify that keyboard navigation also works
