Issue #3560377: Content outline: Allow sections to be expanded and shortened (Fix remove text formatting)

Testing instructions

• Add formatted text to the editor
• Highlight all the text and click the "Remove formatting" button, verify all formatting was removed
• Reformat the text, verify that the formatting from a partial selection can be removed i.e. it does not remove formatting outside the selection
