Resolve #3400642 "Date Range and Taxonomy Terms fields set to disabled lose data on save"

Cole Archer requested to merge issue/conditional_fields-3400642:3400642-add-readonly-state into 4.x

Added readonly state for fields as an alternative to the disabled state which has an issue when used on date range fields and taxonomy terms fields where data is removed on save. Also added styling for readonly state to make the field look like it is disabled.
