The create() method used new static() directly, bypassing the parent chain (OrderPromotionOfferBase and PromotionOfferBase). This left $this->splitter, $this->rounder uninitialized and skipped setConfiguration(), causing a fatal error when applying fixed amount order promotions.

Use the same parent::create() pattern that OrderItemFixedAmountOff already follows in this module.
