Resolve #3381127 "Upstream dates"

Ted Cooper requested to merge issue/commerce_coupon_conditions-3381127:3381127-upstream-dates into 8.x-1.x

Cleans up the remaining start_date and end_date now deprecated code in the install/uninstall hooks. Add update to fix all existing coupon start_date/end_date values to the new format; provides update specific hook to allow admins to customise the time added to the date instead of the default of 00:00:00 and 23:59:59.
