Issue #3273915: Show user referenced Notifications on User profile

1. Use user/{user}/commerce-availability-notification path

2. Ensure all notifications based on user reference OR matching email address are shown in on the list Notification was created by another user (test@test.com) for email "admin@admin.com" and displayed for admin and for test user ( because this user is owner of the notification ).
3. The list should be a table with the following columns: Variation Label, Created, Operations - done.
4. The operations dropdown should have a task that allows for deleting an existing notification - done.
