Resolve #3629570 "Payment edit form link"

The edit-form link template on the Payment entity was missing braces around commerce_payment, so the payment ID was never substituted into the URL. This broke links derived from it (e.g. the Devel tab).

Steps to test:

  1. Enable Devel, create an order with a payment.
  2. Open the payment's Devel tab — before: wrong URL / error; after: loads correctly.
