Refreshes the existing issue-fork branch from current 8.x-1.x and resolves the 32 errors and 2 warnings reported by baseline PHPCS job 11344549. This replaces the stale conflicted implementation while preserving the existing MR and issue collaboration history.

Validation:

  • Baseline PHPCS error and warning sources resolve locally.
  • Full local Drupal and DrupalPractice run has zero errors; unrelated warnings outside the CI ruleset remain untouched.
  • Complete Comment Notify test directory exits successfully locally.
  • PHPCS job must pass in this MR pipeline.
