#3514740 Add canBatchRun method

Closes #3514740

This is not fully functional yet. There is a timing issue with it creating a log that is partially formed if the canBatchRun returns FALSE. It really should not create a log at all. So I need to move some things around.

This also highlights the problem that even if there are no items to process, it creates a log, and it should not because that just creates too much noise. Will have to fix that as part of this.
