Update bootstrap_barrio.breakpoints.yml

There is no media query to handle the mediaQuery: 'all and (max-width: 33.99em)' case. Because below 33.99em it is the fallback image style that is used in the Responsive image styles and that seems to be a problem. The image is not loaded in webp format for example.
