Resolve #3468400 "Approved footer design"

Robbie Gascoigne requested to merge issue/bluecheese-3468400:3468400-approved-footer-design into palantir

Closes #3468400. This adds a minimal version of the approved footer styling. Intended to eventually replace the footer, this is a styling only Storybook footer.

Testing steps

  1. composer recreate
  2. Login as admin and sync footer and footer social links menus using structure sync.
  3. View any frontend page and validate the design is responsive.
