Resolve #3487625 "Add component hero cover image"

To Test:

• checkout drupalorg site MR: https://gitlab.com/drupal-infrastructure/sites/drupalorg/-/merge_requests/78
• Create a landing page and add a hero cover image to it.
• If you add a title, description and set the background to the red to purple gradient and enable the background pattern and upload the image at web/themes/contrib/bluecheese/components/components/hero_cover_image/images/hero_cover-image-fpo.png as the foreground image, it should match the Figma at:
• https://www.figma.com/design/tKYim76bnDZAyWubUi3sVv/New-Drupal-Brand---Drupal.org-Design?t=KsfKFW9wkZapolg9-0
• At mobile the image should not be visible.
• Varify that other background options generally look as expected.
• Additionally I adjusted the old hero section top padding and made the right image larger at various breakpoints.
