Resolve #3475877 "Use primary button link instead of button element version"

Also tweaks mobile breakpoint to ensure the hamburger shows appropriately.

  1. Composer recreate
  2. Login as admin
  3. Sync menu links
  4. View the header, and verify the /try-drupal link is on the get-started button and works
  5. View the header at 1280px and ensure the menu is in a dropdown button form, with no get started, user, search button.
