Resolve #3134109 "Make emailing configurable"

This merge request includes kmeltzer's patch:

This patch adds a checkbox to send emails. If checked, then the current "required" email info is required. If not checked (default) then it is not. Also fixes a minor documentation error.

Additionally I fixed a ending line whitespace problem and improved label/description (at least I think it's improvement :P).

I could not apply this patch, so I hope this merge request works better?
