Raised phpstan validation level to 10 and fixed all related errors.

Additional changes:

  • Added phpcs basic configuration to add the 'DrupalPractice' ruleset.
  • Extended phpstan coverage with mglaman/phpstan-drupal more specific rules.
  • Removed MAINTAINERS.txt file since the same information is already in the composer.json file.
  • Added a few inline comments in code files.
