Add update or create switch to bitly link field

When the editor turns on the 'Create or Update' a bitly link switch, this functionality will update the bitly link info, or if the long_url has changed, then it will perform a redirect on a bitly link.

Redirecting on a bitly link has some disadvantages, as bitly only let you do x amount of redirects per plan. So an editor or site administrator will have to be careful about this. However, if the limits have been exceeded, the error message returned should be sufficient enough to provide that information.
