    I think this test module doesn't belong here.

    I think mymodule/tests/modules should be module that are needed for the mymodule's own test not another test that is dependent on the module. but if there is an example of this pattern in core already I would be fine with it.

    There is precedent in core. For example, \Drupal\Tests\content_moderation\Kernel\ContentModerationStateTest relies on media_test_source. So do Drupal\Tests\migrate_drupal\Kernel\Plugin\migrate\source\ContentEntityTest and \Drupal\Tests\path\Functional\PathMediaFormTest.
