Resolve #3620139 "Add Qwen3.8-27B-NVFP4 support"

Qwen3.8-27B-NVFP4 supports chat, reasoning, vision and tool calling, so the version character class of the Qwen model patterns is extended from [56] to [568]. This covers the chat operation filter, the vision and JSON output capability filters and the reasoning model heuristic that exposes the reasoning effort setting.
