docs: #3611165 Add module documentation (MkDocs) and GitLab Pages

Adds developer documentation for the AI Penpot module, built with MkDocs (Material) and published to GitLab Pages at https://project.pages.drupalcode.org/ai_penpot/ — the same setup as AI Figma. Issue: https://www.drupal.org/project/ai_penpot/issues/3611165.

  • docs/ pages: Home, Installation, Configuration, AI Agent tools.
  • mkdocs.yml (Material theme, light/dark).
  • A pages GitLab CI job that builds the docs (mkdocs build --strict) on merge requests and publishes Pages from the release branch.

Note: this MR is stacked on !1 (merged) (Initialize AI Penpot module); merge !1 (merged) first, then this.
