Integrate the Context Control Centre (ai_context) into empathy evaluation so responses can be assessed against an organisation's brand voice, tone and audience, not just generic empathy. The ai_context dependency is isolated in a new ai_empathy_ccc submodule, so the base module stays dependency-free.
