Issue #3586155: Add GitLab issue and merge request templates

Description

Adds GitLab issue and merge request templates, ported from the ai core project, so contributors get the same structured forms here.

  • Issue templates: bug_report, feature_request, plan, support_request, task.
  • Merge request template: Default.md.

Adjusted for this project:

  • feature_request now lists AI Context areas (context items, scope plugins, context selection, subcontext, admin UI) instead of the ai submodule examples.
  • The MR template testing-setup snippet installs ai_context and launches /admin/config/ai/context.

Closes #3586155 (closed).

Testing instructions

  1. On the project, start a new issue and confirm the template dropdown offers Bug report, Feature request, Plan, Support request, and Task.
  2. Start a new merge request and confirm the Default description template loads.
