Issue #3594696 by aessatti: Fix coding standards in the automated Drupal 12 compatibility changes

Re-indent and re-wrap the comments carried over into the new hook classes, and remove the empty @file doc block inserted above the existing one in admin_toolbar_links_access_filter.install.

Comments only, no functional change. PHPCS (Drupal) is clean afterwards.
