Admin Toolbar Tools: Removed module dependencies.

• Removed all module dependencies.
• Updated all phpunit tests to enable admin_toolbar where needed.
• Hide show_local_tasks config field on module settings page if the core toolbar module is disabled.
• Renamed the Tools link to Front page to be more representative of the target URL. The link label is usually hidden with CSS (it is the Drupal logo).
• Added initial basic Functional test class \Drupal\Tests\admin_toolbar_tools\Functional\AdminToolbarToolsTest to ensure module's basic features still work as expected with only the required Drupal core modules (no other admin_toolbar or toolbar related module).
• Fixed function assertAdminToolbarMenuLinkExists by adding child combinator operation to the CSS select query.
