Adding dedicated user permissions for view/revert/delete operations on Webform
revisions.  This brings this module in line with the node module.  For a smooth
transition, an update hook implementation applies these new permissions to
existing Config revision admins.

Raised minimum PHP requirement from 7.3 to 8.0 as PHP 7.3 support has been
dropped from Drupal 9.4 onwards.
