Root Folder fulfills the same purpose that Partial Refresh Prefix was created for (limiting s3fs's interaction with your bucket to a single folder), but it's implemented in an incompatible way. If you're upgrading to s3fs 7.x-2.x from 7.x-1.x, and you were using the Partial Refresh Prefix option, you'll need to do some manual intervention as specified in the README.
