Revert "Issue #2981613 by darrellulm, HitchShock, Jeremy, Rajat Charde: track_error INI directive is deprecated in PHP 7.2"

This reverts commit 0f5e34f9 because error_clear_last() only exists in PHP7+, while the memcache module still needs to support older versions of PHP.
