Issue #3549068 Look up module name as well, when searching with Admin Toolbar Search.

• Added all enabled module names to the search index.
• Modules with a defined 'configure' route now link directly to their configuration page.
• Fallback to module list page if no configure route exists.
• Ensures existing search functionality remains unchanged for entities and menus.
