Issue #3258202 by chmez: Social Content Block module compatibility with Drupal 9 (#2689)

* Use default hook for altering query based on a tag instead of a custom hook.
* Make plugin identifier and definition be available from the instance interface.
* Delete type of the first argument of lazy builder callback to be consistent with return types of entity method which returning entity identifier.
