update the check for an existing copy of provision to use the hyphenated version due to newer Drush, otherwise it goes ahead and blows away the existing copy

#731816 - provide comments explaining why and how site db credentials are stored in apache vhosts as environment variables

to direct the user to change their line  in httpd.conf, not simply move files about (which was incorrect).

We could also have done a 'apachectl -S' to detect whether the right file is being loaded, but i feel that would be better handled in the next phase (where we will have proper objects)

 Use the mysql 'current_user()' function to determine the hostname part of the grant for new accounts.

This is more flexible and less brittle than trying to determine the correct information and pass it to the server.
