Publish a filterable directory of service providers on a clickable map of
your own geography, drawn as inline SVG with no mapping library, tile
server or API key.

From this release onward the configuration schema is stable: every change
to it ships with an upgrade path in provider_map.post_update.php, covered
by tests.
