Attribute names starting with hx or data-hx pass validation but are never rendered

Problem/motivation

The config form accepts attribute names starting with hx or data-hx (for example hx-get). Drupal core drops them from menu links, so they show up on the menu link form but never get rendered.

Proposed resolution

Reject these prefixes in menu_link_attributes_is_allowed_attribute_name(), matching core.
