Issue #3225961: Overridden API on settings doesn't expand config form 

* Instead of storing an overriden key, we use the hasOverrides to check directly
* Warning when the API key is being overridden
* No longer require API Key on admin form, if overriden
* Only validate form api keys
* Readme updates with clarification on use
