CI / test infrastructure release. No runtime behavior changes from rc2.

- GitLab CI configured (Drupal contrib template: phpcs, phpstan, phpunit,
  cspell, eslint, stylelint, composer-validate)
- Kernel tests ContainerBootTest and AlertRuleTransferManagerTest now
  install the dblog and log_alert_rules schemas in setUp() so they boot
  cleanly under DrupalCI
- phpcs cleanup: doc comments on test anonymous classes, alphabetized
  use statements, t() string quoting, AlertRuleInterface use statement
  in log_alert_rules.module
- .cspell.json with project terminology
