Bootstrap Styles  module has configuration that extends beyond
the default Bootstrap 5 styles. This commit adds
styles to fully support Bootstrap Styles. The Laces Base
module will have installation configuration for
Bootstrap Styles module settings to support these added
styles.

Add .stylintrc.json file to check for coding
standards. Fixed scss files to resolve issues.

The laces_off-canvas.scss file was reconfigured
to apples only necessary rules to override issues
from Bootstrap Styles.

Includes information about sub-themes.

Add additional documentation to better identify them
as samples that need to be moved into a custom theme
directory.

Reminder: Don't blindly select automatic upgrade recommendations
from PHPSTORM.

The VERSION value is only used by core.
