First commit to this issue's fork (incorrect message)

My best guess is that this message shows up when someone creates an issue fork, even when they have not yet pushed any commits to it, but I am not certain. Either way, it left me looking around trying to find commits to review that don't seem to exist. Any thoughts?</p> <p>I made sure that I was actually on the correct branch of the issue fork, just to be clear that this is not an issue of me clicking on the issue fork and forgetting to switch to the branch.</p> <h4 id="summary-steps-reproduce">Steps to reproduce</h4> <p>Not certain, but I left a hypothesis in the summary.
