Short name blocked by a sandbox project

<p>I've started a new project as sandbox <a href="https://www.drupal.org/sandbox/claudiucristea/3518124">https://www.drupal.org/sandbox/claudiucristea/3518124</a>. I've anticipated the short name as <code>oauth_client</code> because I've checked <a href="https://www.drupal.org/project/oauth_client">https://www.drupal.org/project/oauth_client</a> and that returned 404, so I've assumed that it's free. However, trying to promote as full project I got "This project short name is already in use.".</p>
<p>@fjgarlin, pointed me to this sandbox project <a href="https://www.drupal.org/node/2767919">https://www.drupal.org/node/2767919</a> which it seems it did take the name. But how is possible for sandbox project <strong>to take a short name</strong>? For years I was convinced that only permanent/full projects are owning a a short name.</p>
