Bulk update 8.3.x Drupal core issues to 8.4.x after 8.3.6

Following Drupal 8.3.6 (released on August 2nd), issues need to be updated that are now listed for 8.3.x to be under 8.4.x. An adapted message from <span class="drupalorg-gitlab-issue-link project-issue-status-info project-issue-status-7"><a href="https://www.drupal.org/project/drupal/issues/2631820" title="Status: Closed (fixed)">#2631820: [policy, then infra] Bulk update core issues for relevant minor versions</a></span> for that would be:</p>
<pre><a href="https://www.drupal.org/project/drupal/releases/8.3.6">Drupal 8.3.6</a> was released on August 2, 2017 and is the final full bugfix release for the Drupal 8.3.x series. Drupal 8.3.x will not receive any further development aside from critical and security fixes. Sites should prepare to update to 8.4.0 on October 4, 2017. (<a href="https://www.drupal.org/project/drupal/releases/8.4.0-alpha1">Drupal 8.4.0-alpha1</a> is available for testing.) <br><br>Bug reports should be targeted against the 8.4.x-dev branch from now on, and new development or disruptive changes should be targeted against the 8.5.x-dev branch. For more information see the <a href="/core/release-cycle-overview#minor">Drupal 8 minor version schedule</a> and the <a href="/core/d8-allowed-changes">Allowed changes during the Drupal 8 release cycle</a>.</pre><p>The last script used to do this is in <span class="drupalorg-gitlab-issue-link project-issue-status-info project-issue-status-7"><a href="https://www.drupal.org/project/drupal/issues/2631820" title="Status: Closed (fixed)">#2631820: [policy, then infra] Bulk update core issues for relevant minor versions</a></span>.</p>
<p>The date may need to be updated when the last bug fix release is released, but the path aliases should be fine theoretically unless there is some bug fix in between. Postponed on the last 8.3.x bug fix release itself, but trial runs may be made if needed.</p>
